There are a few reasons that a "Rejected" CIC may have been sent back to you.

Recipient switching data pool providers 

If a data recipient is in the process of switching data pool providers, then you will receive a 'Rejected' CIC and will be directed when to republish your data to that recipient as a 'New' publication. Keep in mind that their GLN will not change in these cases - only the "controlling party" (their data pool.

Recipient does not want item published

The other instance would be if you have published a trade item or GTIN that the recipient does not want to be published to them. This is typically a situation if a private label was published to the wrong recipient.
